Introduction of the chief speaker: XU Xianping, born in October, 1954, coming from Longhui County, Hunan Province and acts as counselor of the State Council and was deputy director of National Development and Reform Commission. He is endowed with multiple identities like Ph.D. of Hu Nan University, visiting scholar of Harvard University and distinguished professor of Guanghua School of Peking University. He was educated youth, workers, former Communist Youth League of Hunan Province, deputy general manager of the Hunan Provincial Oil Company, deputy secretary of Changsha Municipal Committee, executive vice mayor, director of Hunan Provincial Planning Commission, Standing Committee and vice governor of Hunan Provincial. He was the specific executor of the national “Twelfth Five-Year Plan”, “Thirteenth Five-Year Plan”, the national main functional area planning, the national new urbanization planning, the comprehensive transportation system planning, deepening the reform of the income distribution system, deepening the reform of the institutional mechanism and the implementation of innovation-driven development strategy and a number of important policy documents such as the development of research and development. He is author of Venture Capital in China 's Capital Market, The Transformation and Upgrading of China's Economy - From the Twelfth Five-Year Plan to the Thirteenth Five-Year Plan, The Research and Thinking of American Credit System, Facing the Future of China 's Urbanization and so on. Mr. XU Xianping is also the committee member of The ninth, the tenth, the eleventh National People's Congress and member of the twelfth CPPCC National Committee.

Abstract of the lecture:

1.       The connotation of the theory of innovation, the evolution of China's innovation strategy and innovation-driven development of both the west and the east;

2.       The world's major national science and technology projects, problems of the current domestic innovation-driven development and the formulation of The Outline of National Innovation-driven Development Strategy under the background and situations home and abroad.

3.       Changes of the fields of innovative and technology, analysis of the four forces of market, business, talent and government and to put forward the five major areas of technology changes in the future.

4.       Interpretation of the "13th Five-Year Plan" outline, interpretation of innovation-driven development strategy of major initiatives, of which the first is to strengthen science and technology to lead, the second is to reform the institutional mechanisms, the third is the implementation of talent priority strategy and the forth is to optimize regional innovation layout.
